OAO Gazprom promgaz presented results of the study on efficient energy use in Kolpashevo

The meeting on the implementation of results of the analytical study on impact of in-ter fuel replacement on efficient energy use in Kolpashevo area of Tomsk region took place in the main office of OAO Gazprom promgaz.
Among the participants were Alexander Shashin, Officer in charge of UNECE Sustain-able Energy Division, Friedhelm H. Wannagat, Coordinator of the Working Subgroup En-ergy Saving and Energy Efficiency of European Business Congress, Alexander Karasevich, General Director of OAO Gazprom promgaz, heads of the specialized departments of the Company.
The Study was undertaken within the framework of UNECE program Energy effi-ciency – 21. There was made an analysis of coal and liquid fuel transfer to natural gas as an example of inter fuel replacement implementation, representing the essential stage of energy efficiency increase and greenhouse gas emissions decrease.
The research determined the main factors, which prevent investments in installment of energy efficiency equipment in the state, private and industrial facilities. They include underdeveloped energy efficiency legislative and normative base, low gas prices, high capital costs and low profitability of energy saving projects, insufficient support of state au-thorities, as well as low credit solvency of domestic households.

In 2006 ÎÀÎ Gazprom and Tomsk Region Administration made a decision on crea-tion of a high- efficiency gas use demonstration zone in the city of Kolpashovo.
The UN Economic Commission for Europe (UNECE) is one of the five regional com-missions of the United Nations. It was established in 1947 by the UN Economic and Social Council (ECOSOC) for the purpose of developing economic activities and strengthening economic links between the member countries. The Energy Efficiency – 21 program im-plemented by UNECE assists countries of the Southeast Europe, Eastern Europe and CIS in raising energy efficiency, reduction of the fuel deficit that occurred during the transitional period and meeting international contract obligations concerning environmental protection.
ÎÀÎ Gazprom promgaz is the head research center of ÎÀÎ Gazprom in the field of justifi-cation of regional energy policy, gasification, gas distribution and use, development of small fields and coalmine methane resources.
In July 2008 within the frames of the program Energy Efficiency-21 OAO Gazprom promgaz and UNECE signed the contract on preparation of a study on the impact of coal and liquid fuel replacement by natural gas on the energy resources use efficiency in Kol-pashevo area of Tomsk Region.
