OAO Gazprom promgaz put a beginning to the study on natural gas markets liberalization

The first meeting of UNECE WPG special group of experts on Study on the impact of liberalization of natural gas markets on gas demand and prices in UNECE region countries took place in OAO Gazprom promgaz office.
Participants of the session chaired by OAO Gazprom promgaz General director Alexander Karasevich included representatives of gas companies and governments of more than 10 countries members of UNECE.
The Study is expected to be undertaken under guidance of OAO Gazprom promgaz specialists with participation of international experts from largest gas companies, as well as state authorities regulating gas markets functioning.
As was pointed out by Alexander Karasevich «At studying of current state of gas markets one can see the difference between set goals and present results of liberalization».
The study will analyze gas markets structure and pricing policy, impact of liberalization on gas demand, prices and energy efficiency, the issue of sustainable gas deliveries.
The session participants pointed out the need in creation of a gas market structure, which could attract new investments. According to Patrice Dreiski, Special Adviser of the Office of Co-ordinator of OSCE Economic and Environmental Activities “successful project implementation will allow to state members of UNECE to play more active role in this process, whereas at the present moment the Study’s main goal is defining of a single approach to problem decision using the expertise of different countries”.
Participants adopted the structure of the Study and appointed responsible officers for its chapters. The interim results of the Study progress will be discussed at the next expert meeting, which will take place in October. The Study final results will be presented at the 20th session of UNECE Working Party on Gas in January 2010 in Geneva.

ÎÀÎ Gazprom promgaz (former name ÎÀÎ Promgaz) is the head research center of ÎÀÎ Gazprom in the field of feasibility evaluation of regional energy policy, gasification, gas distribution and use, development of small fields and coalmine methane resources.
UN Economic Commission for Europe (UNECE) is one of the five regional commissions of the United Nations. It was established in 1947 by the UN Economic and Social Council (ECOSOC) for the purpose of developing economic activities and strengthening economic links between the member countries.

ÎÀÎ Gazprom promgaz maintains intensive work activities on UNECE Working Party on Gas and Ad Hoc Group of Experts on gas supply and deliveries programs. As of the year 2008 the General director of OAO Gazprom promgaz A. Karasevich holds the position of the chairman of bureau of the Working Party on Gas. The deputy chairman of bureau of Ad Hoc Group of experts is the deputy General director of OAO Gazpom promgaz A. Zorya.
In January 2008 at the 18th session of UNECE Working Party on Gas OAO Gazprom promgaz initiated the study on impact of liberalization of natural gas markets on gas demand and prices in UNECE region countries. It was decided to invite representatives of the largest international gas companies, as well as state authorities regulating gas markets functioning to take part in the Study.
In January 2009 at the 19th session of UNECE Working Party on Gas OAO Gazprom promgaz presented its concept of the Study. There was adopted a decision to organize the first meeting of experts on the Study on OAO Gazprom promgaz head office.
